Joint Traffic Task Force pulled over the heavy vehicle at around 11.30am on Saturday at Tarcutta.
A load inspection revealed most of the goods were unrestrained while carrying numerous pallets of flammable liquid goods.
The driver was issued a $540 penalty notice for driving a heavy vehicle and not complying with loading requirements.
