Budd was in fine form for the race which was considered a tune-up for this weekend’s Wagga to Albury.
Tolland’s Jake Brooker finished with the fastest time of the day, clocking in at 1 hour, 43 minutes and 21 seconds.
Brooker finished second overall, while Tumut’s Matt Lucas and Tolland’s Will Silver finished third and fourth respectively.
All competitors who place will now take part in the Wagga to Albury on the weekend.
Zac Barnhill, son of Wagga rugby league legend David Barnhill, was the best young rider of the race, finishing 11th.
It was the first time the event had been held in Lockhart.
