Residents living near the potential site, located on Gurwood Street, packed out the meeting room as those for and against the development stated their cases.
Deputy mayor Dallas Tout moved a motion to reject the plan, saying it would “not keep with the amenity of the locality”.
Councillors Yvonne Braid, Paul Funnell, Tim Koschel and Tout voted against the proposal, and councillors Dan Hayes and Vanessa Keenan, along with mayor Greg Conkey, voted for the plan.
