The amended policy, spearheaded by Cr Paul Funnell, will still see one per cent of capital works spending set aside, but with a $50,000 annual cap on art funding. The remaining funds will go into a community works reserve.
Councillors Keenan, Hayes and Kendall all strongly opposed the changes and were joined by the mayor in their vote.
