The team needed to defeat Victoria on Monday to be any chance of qualifying but fell six runs short of victory.
The loss was only their second from seven matches at the carnival.
Ellie Dalgarno-Fixter and Clare Murray both took two wickets, while Rachel Trenaman picked up one to bowl Victoria out for 117.
However, Chloe Rafferty tore through the ACT/NSW Country line-up, taking six wickets to secure the win.
Murray made 19 batting at number 10 before being dismissed.
They will face Victoria again on Tuesday in the battle for third and fourth.
