Mr Heffer tragically died of a heart attack last Saturday.
He has been credited with helping revive the town’s main street as a shopping precinct and is also being remembered for his efforts in securing the future of the Leeton Community Op Shop, his work with Rotary and the Leeton Farmers Markets.
Mr Heffer was also instrumental in pushing for the town to have its own Neighbourhood Watch organisation.
Chairman of that group Mark Norvall paid tribute to him on social media.
“To say that you will be missed is an understatement, my friend,” he wrote.
“You stood up for what you believed in and helped those in need. May you rest in peace knowing you made a difference.”
That sentiment was shared by friend of Mr Heffer’s, Matt Gatt.
“It’s a really big loss for this town and for the community,” he said. “He made a big difference with the work he was doing.”
