Officers pulled over a vehicle for a random breath test on Callaghan Street, Ashmont, about 9.30pm on Saturday when they say a black Subaru sedan drove past them, forcing them to jump out of the way to avoid being hit.
Police searched and pulled over the vehicle nearby.
A 21-year-old ACT learner driver failed a breath test and recorded a reading of .240 at Wagga police station.
He was charged with high-range PCA and driving without a licence and will appear in Wagga Local Court on November 2.
