The 30-year-old pair were kidnapped and taken separately to a Parnall Street house about 3pm last Wednesday.
They were threatened, shot and released - and warned not to visit the hospital or tell police.
A police investigation began after one of the men presented at Albury Hospital last Saturday with an infected bullet wound.
The man had initially claimed he was shot on Urana Road by an unknown offender, who emerged from a white Ford Hatchback.
Police could not find any evidence or witnesses which corroborated his story and a public appeal for information was made on Monday.
I think it is a very self contained incident in relation to a particular group of people.
- Inspector David Cottee
Albury Detective Chief Inspector David Cottee said three people had since been arrested.
The alleged gunman was assisted by his mother and another man – the trio are in custody. “The charges are very serious in nature, they include kidnapping detain for benefit and shooting grievous bodily harm,” Inspector Cottee said.
“I think it is a very self-contained incident in relation to a particular group of people, I think the general public is safe.”
Inspector Cottee would not say how long the victims were detained or how much money was initially stolen from the Parnall Street home.
He said the bullet passed straight through one man's foot, but the other man wasn’t so lucky. Police were still to recover the firearm involved. “It's a long silver firearm, shorter than a rifle but longer than an ordinary pistol,” Inspector Cottee said.
An East Albury man, 32, was arrested on Wednesday afternoon and was later linked to the incident.
The alleged shooter, 29, presented at Albury Hospital early Thursday and was charged at a bedside court. He remains under police guard in hospital. His mother, Roseanne Jackson, 48, was located during a raid at the Lavington home about 11am Thursday.
Money and drug paraphernalia was also seized.
Jackson made a brief appearance before Albury Local Court on Friday. She wore civilian clothes, rather than prison greens, and did not speak at the hearing. She will return to court on October 24.
