Nicoll claimed the unprecedented achievement at Wagga cricket’s presentation night at the Commercial Club on Wednesday.
The Cats all-rounder polled 20 votes, beating Lake Albert pair Brett Davies and Kurt Robertson who tied for second with 18.
Kooringal Colts’ David Bolton was fourth on 15.
Nicoll is the fourth cricketer to win the prestigious medal three times, but the first to complete a hat-trick.
Luke Oakley won three in four seasons (2009-10, 2011-12, 2012-3) while Mark Grigg (1983-4, 1994-5, 2002-3) and Bruce Mathew (1975-6, 1981-2, 1984-5) are the other three-time medallists.
Nicoll, the competition’s top all-rounder and number one bowler – with 32 wickets at 10.16 – polled votes on five occasions.
He picked up maximum votes after scoring 152 not out against Kooringal in November.
And a 10-wicket haul in the match against RSL Club in the second last round sealed the medal as he overhauled Davies with another five votes.
Nicoll averaged better than 47 with the bat in 10 matches in the regular season. He was also named representative player of the year.
On a good night for the Cats, Mitchell Cawley was named Under 19 player of the year.
Lake Albert’s Rob Nicoll was named wicketkeeper of the year while Jason Weir took out the Over 40 player of the year award.
