The analysis, to be released on Monday, reveals that more than 23,000 people with a disability and their carers are likely to enter the state's workforce when the scheme is fully implemented, generating up to $7 billion for the NSW economy each year.

Commissioned by peak body, National Disability Services, the modelling by Charles Sturt University economist Brendan Long used ABS data to measure how many people with a disability and their informal carers, usually family members, would undertake employment after receiving support from the scheme.

The report predicts up to 12,400 people with a disability will seek work once they have an NDIS package.

Up to 10,700 carers who have reduced their hours or left the workforce to care for a person with a disability are also expected to return to employment, according to the report.

The modelling estimates the increased workforce participation will be worth up to $7.3 billion a year when the scheme is fully implemented in 2018.

NSW minister for disability John Ajaka​ said the NDIS, which begins its full roll out to an expected 140,000 people across the state from July, would bring economic and social benefits.

"(The NDIS) will trigger a jobs boom in NSW," he said. "Everyone, but particularly people with disability, will share in the benefits of this transformational reform."

Every Australian Countscampaign director John Della Bosca said the scheme would provide opportunities for people who have previously been unable to work, and reduce welfare costs.

"If you remove the barriers which prevent people from working it stands to reason that they will seek employment," he said.

"The figures [in the report] are based on good evidence and are quite realistic."

Tony Pooley, senior manager of state operations for National Disability Services, said the data showed that fears of a funding shortfall in the $22 billion scheme were unfounded.

"The NDIS provides enormous potential for employment and economic growth," he said. "It will pay for itself."

Carers NSW chief executive Elena Katrakis​ said the potential of the NDIS would not be realised unless employers adopted greater flexibility.

"To really deliver on the goal of increasing workforce participation for carers, governments need to get serious about supporting carers to access appropriate employment," she said. "They also need to actively encourage employers to offer more flexible working arrangements to new, existing and returning employees."

Newcastle woman Belinda Prince, 32, loves children and would like to work at a day care centre. Her NDIS plan has helped her undertake a childcare course and get her learner's permit. Ms Prince, who has an intellectual disability, is now volunteering at a childcare centre with the goal of securing paid employment.

Ms Prince's older brother David, who also has an intellectual disability, works in garden maintenance at Newcastle University and has a work experience placement at a hardware store.

"The difference the NDIS has made to their lives is unbelievable," their father Ron Prince said. "It's really given them more choices in what they do."
