Pre-race favourite Jovial Rock was scratched from the race after falling when the first start of Leeton’s feature race was aborted.
The filly suffered damage to her legs and jaw and faces a long road to recovery.
HRNSW chief operations officer Reid Sanders said a number of recommendations will be adopted following reports from the incident being tabled to the board.
“It is not massive changes but it is making sure starters talk more, an audible sirens for false starts as we have had feedback from drivers saying they don’t hear the starters, there isn’t enough talk from the starters or they don’t look at the lights,” Sanders said.
The reports found not that one factor determined the crash.
“It was an unfortunate incident and a number of factors were found that could have led to it and been dealt with differently,” Sanders said.
“But I don’t think there could be one square person that could be held responsible for it after viewing everything.”
One of the main aims is to have consistency across all starts across the state.
New concept mobiles are being developed by Harness Racing Victoria and Sanders said HRNSW intended to purchase a number so all the mobiles would be the same across the state.
