The Englishman made the move to Young in 2014 before being lured to the rival Group Nine club last season.
He adds to a long list of players to have left the Bulldogs in a busy off-season period.
Bush’s utility factor is one of his most attractive qualities according to Cherrypickers secretary Beau Elsley.
"It's great to have Tom back at the club he is a quality player who is very versatile and can play anywhere in the back line,” Elsley said.
“He can play in the centres, fullback or five-eighth, wherever you want him.
“I don't think Group Nine has seen the best of Tom and hopefully we see it this year."
Bush is the club’s second signing although Elsley said the club is still on the hunt for more players.
He joins local junior James Woolford in returning to the Cherrypickers.
Woolford left Young as a teenager and played in Melbourne Storm’s premiership-winning Toyota Cup team in 2009 before moving to Newcastle Wests.
He has spent the last year playing under his uncle Simon Woolford at Queanbeyan Blues.
Elsley also confirmed the club has re-signed Boyd Strickland.
"Having Boyd re-sign is fantastic for the club, last year we seen what he can do after not playing for a few years due to injury, Elsley said.

Young had already re-signed Tui Samoa for 2016, who has been apart of the United States’ bid to qualify for the World Cup.
Former captain-coach Luke Branighan and representative forward Matt Wakefield are the club’s only losses.
The club resumes training this week and Elsley has been happy with the numbers new coach Neil Thorman has been able to attract.
"The boys trained hard leading into Christmas with good numbers,” he said.
“Now we are ramping up training and looking forward to West Wyalong."
Following the knockout the club has also organised trials against Tuggeranong Bushrangers in Canberra on March 6 as well as against a Grenfell invitational side on March 19.
Young are also calling for nominations for its leaguetag carnival. The club held the event for the first time last year with Leeton running out the winners.
