Police say the girl was riding her bike with a friend along the Central Wagga street around 2.30pm when they heard two shots come from a nearby unit.
Then she realised she had been hit in the arm, which began bruising. She was taken to Wagga Base Hospital for treatment and the incident was reported to police.
Officers attended a unit in Johnston Street, where they spoke to almost a dozen people inside the premises before seizing a .177 BMO air rifle from the flat.
Witness interviews led to the arrest of two men, aged 18 and 19, who were subsequently charged with possessing an unregistered firearm.
Police are conducting further inquiries and are urging anyone with information relating to the incident to contact investigators by calling the station on 6922 2599 or Crime Stoppers on 1800 333 000.
