Mr Hornbuckle – who sparked a region-wide search to track down his two lost kelpies – was relieved on Tuesday when his dogs were found at the Narrandera pound.
However, the 88-year-old farmer was dismayed when he was slugged nearly $300 to have his dogs returned.
The fee was soon dropped when an investigation revealed Mr Hornbuckle was overcharged.
The new charge is $60 to cover the cost of two microchip procedures.
Narrandera Shire Council general manager Judy Charlton stressed the importance of microchipping dogs.
“This ensures the security and safety of owner’s dogs and avoids a situation such as this which can cause distress for all concerned,” she said.
Mr Hornbuckle thanked the Narrandera community for locating his valuable working dogs.
