According to Woman's Day, Sullivan proposed "under cherry blossoms" while the pair were on holiday in Japan.
"It was amazing and as we stood there looking up, Naomi said, 'Gee, this is so romantic; it would be a good spot for someone to propose.' So I dropped to one knee and asked her to marry me," he told the magazine.
His "stunned" fiancée said she had to "calm [herself] down" before giving an answer.
"Especially as the ring had been hidden in his camera bag, which he'd left behind in cafes all over Japan. It's lucky I'm not wearing a Cheezel instead!" Miss Bass said.
Miss Bass works as a legal advisor at Perth's Murdoch University, but declined to be interviewed about her recent engagement.
Management for the former Olympian was similarly coy, citing a deal with the magazine, and has remained silent on the issue on his social media accounts.
It's been a busy year for Sullivan with the athlete recently opening his third eatery – May Street Larder in East Fremantle.
He also runs two other successful spots – Louis Baxters in Subiaco and Bib and Tucker in North Fremantle.
