SOME pubs are being forced to lodge development applications (DA) with Wagga City Council (WWCC) for their annual game of two-up in a move that some critics have labelled “utterly ridiculous”.

Farmers Home Hotel currently has a DA before council to allow its car park to be used on Anzac Day.
But ALH Group, who owns the Hammond Avenue hotel, saw no issue with lodging a DA for a two-up mat.
“Currently the hotel's car park is not licensed,” ALH's David Curry said.
“When car spaces are lost, a DA is required.”
It follows William Farrer Hotel forking out $750 for a DA two years ago to erect a marquee over the car park.
Owner David Barnhill questioned whether a farmer would be required to lodge a DA if they were to erect a tent on their farm.
“It’s probably not necessary (to have to lodge a DA), but we just complied,” he said.
Pubs that run two-up inside aren’t required to lodge a DA to council or under the state government 1998 Two-up Act.
“I’ve spoken to the current applicant and other hotels and they don’t have an issue," WWCC acting general manager Dr Peter Adams said. “We expect the current DA to be approved under delegated authority within three weeks.
“The DA requirement is not related to Anzac Day two-up, but to the erection of temporary structures and the short-term change of use to the car park at the hotels.”
RSL sub-branch treasurer Brian Watts said the value of the game was being lost.
“It goes back to WWI when they used to play in the trenches as a bit of a game and entertainment," he said.
“Red tape has taken away from the tradition of the two-up game itself from when it was a bit of wood and a couple of pennies.”
State election independent candidate Paul Funnell echoed Mr Watts’ concerns, labelling WWCC's demands to lodge DAs for something like a two-up mat as “utterly ridiculous” on two grounds.
“Are we really doing this to a national tradition?,” he asked.
“Particularly when we’re coming up to the 100th anniversary of the Anzac.”
