One of the accused, 32-year-old Tamsin Marie Paul, of Young, faced Wagga Local Court on Wednesday over the death of 33-year-old Mr Power at Young in 2013.
The other woman, aged 56, was charged in Wagga late Wednesday afternoon and was expected to be remanded in custody pending her appearance in Wagga Local Court on Thursday.
Cootamundra Local Area Command crime manager Detective Inspector Paul Huxtable said police anticipated making more arrests.
Charges against the two women follow murder charges against 19-year-old Owen Fuller and 22-year-old Nathan Blundell, both of Young.
Blundell is also charged with being an accessory before the fact.
It is alleged he “did incite, move, procure, aid, counsel and command” Fuller to murder Mr Power.
Both faced Wagga Local Court on February 25 and will be back in court on April 8.
Paul was arrested just after 2pm on Tuesday and was charged at the Cootamundra police station at 6.45pm.
Her court appearance on Wednesday lasted just a few minutes.
Paul was represented by solicitor Jim Allen, who said her situation was different to the two men. She did not apply for bail.
Magistrate Erin Kennedy ordered a brief of evidence be served on the defence by March 28 and adjourned the case to April 8.
Paul has also been charged with being an accessory after the fact in relation to the alleged armed robbery of a Young service station on August 20, 2013.
Police allege Paul “did receive, harbour, maintain and assist” Fuller after he allegedly bailed up a service station operator and made off with $500 and numerous packets of cigarettes.
Fuller is accused of several other violent crimes between early August and November 2, 2013.
Fuller was charged on February 11 with the murder of father of one Mr Power and made an initial appearance in Nowra the next day when the case was adjourned to Wagga Local Court.
Mr Power, the father of a young daughter, was found dying in a Young Street as dawn broke on August 29, 2013.
He suffered horrific head injuries.
