Yesterday a development application for the Gurwood Street block was put forward.
Scott Nash said the application included the master plan of the site.
Mr Nash described the central location of the Leagues Club's site as very appealing prime real estate.
"It's very hard to find," he said.
The developers bought the site in 2005 for $1.375 million after the club fell into administration.
Mr Nash said extensive landscaping plans had been drawn up in an attempt to "green it up" and beautify the area.
"There will be a park in the middle," Mr Nash said, adding that trees would be planted throughout the development.
Mr Nash said the allocated lot sizes meant 135 multi-storey units could be built on the site.
If the development application is successful Mr Nash hopes construction start soon after Christmas.
The units will be designed to attract a mix of entry level and higher end buyers.
"There will be a mixture of two-bedroom units with a garage and three-bedroom, two-bathroom units with a garage."
The planned multi-stage building process will see 10 units constructed in the initial build.
"It (the initial build) should take six to eight weeks," Mr Nash said.
The multi-level units will all include off-street-parking.
"They will each have their own private open space," Mr Nash said.
He said the multi-stage biuld would ensure existing Gurwood Street residents would not be affected by the build.
"We'll just do it stage-by-stage," he said.
He hoped the new developments would allow more people to buy into Wagga's coveted central location.
"I am excited," he said.
