The club held its annual meeting (AGM) at the weekend where the drop was announced.
The club made about $205,000 last financial year.
It comes after the RSL Club last week posted a $400,000 profit decline on the year before.
"It's been reflected in the whole area. Average numbers are down all over," Rules Club general manager Jack Jolley said.
"They just aren't visiting the clubs as much as we would like."
Mr Jolley said it was unclear as to why numbers were down.
But, he said, a new $14 million hotel development announced last month would transform the way the club operates.
The development application lodged with Wagga City Council is to build an 82-room hotel and a new function centre at its Glenfield Park complex.
"We hope it will make the club a destination for people. There will be generally a lot more traffic," Mr Jolly said.
At its AGM, the club also farewelled director Laraine Hill, who stood down after 21 years of service.
Mrs Hill said the highlight of her time was steering the Rules Club out of financial problems in the '70s, and receiving recognition for her contribution to sport in the city.
In 2010, Mrs Hill received a huge honour by being presented with the Ted Ryder Memorial Award.
Mrs Hill has been secretary of the Wagga and District Umpires Association and secretary of the Turvey Park Australian Football Club.
She has also served as president of the Turvey Park Australian Football Club Ladies Auxiliary, secretary of the Uranquinty Netball Club, director of the Riverina Australian Football Club and scorer for the St Michaels Cricket Club.
"I'm so happy with where the club is going ... the future is looking pretty bright," she said.
"I'm just sad that I won't be here for when the development is happening ... but I'll pop my head back in. There's been a lot of great times at this club."
Mr Jolly welcomed the addition of two new directors in Michael Quirk and Col Peisley.
