Police spotted a group of males walking in the middle of the road along Fitzmaurice Street about 3.15am on Saturday.
Acting crime manager, acting Inspector Sandy Green said as police approached the group all but one moved off the road.
Inspector Green said the 20-year-old, from the northern Wollongong suburb of Corrimal, was asked to do the same but "chose not to".
"Police attempted to grab hold of him (but) he pulled away and ran off," Inspector Green said.
Officers say the man ran west along Gurwood Street, down a lane way and into a car park off Barrand Street, where a struggle occurred.
Inspector Green said back-up was called and officers were forced to give the man a burst of capsicum spray in order to subdue him.
He was taken to Wagga police station and was expected to be issued with a court attendance notice for resisting police and obstructing traffic.
