His fingers work magic; blues inspired notes come easily, creating a gentle sound, perfect for a sunny Saturday.
The Wagga born and raised musician has had a jam-packed weekend, performing along-side acclaimed Australian musician Diesel, at his Canberra and Wagga shows.
"It was so surreal and it was sold out, such a different atmosphere to bars," Mr Phegan said.
"It was good to be actually in a professional venue."
On Sunday he launched his EP, of four original tracks, at the Birdhouse Bar, his favourite is the soulful Chasing Shadows.
A music lover for as long as he can remember, Mr Phegan attributes his blues sound to hours spent at the Home Tavern, performing alongside and listening to long-time blues performers.
"My music is heavily blues influenced," he said.
"We were talking last night (about which musician he is most similar to) and I'd say a combination of people; Ben Harper, John Mayer, Jeff Buckley."
They are big names - but Mr Phegan is a young man with big ambitions.
To date he has recorded all is music here in Wagga, but next year he hopes to move Melbourne and crack the industry.
"I want to put a foot in the door."
Mr Phegan - who writes all his own music - performs solo but also alongside his mate, keyboardist, Zach Biggin.
They have paired up to perform Mr Phegan's EP, Burned to Emerge, alongside a couple of others.
In spite of achieving phenomenal success at such a young age and developing a mature sound, Mr Phegan remains non-plussed and laidback.
"We've got to rehearse this afternoon," he said.
"For the first time - we haven't even got a set.
"My mate has been focusing on his HSC music exam."
Whether he's performing in the nation's capital alongside a star or gigging around Wagga, Mr Phegan's country roots shine through.
He's not going to let success get in the way of his passion - making quality music.
