Police say an 18-year-old Cootamundra man visited a friend's house in Albert Street about 7.15pm on Thursday and began drinking alcohol.
Senior Constable Mick Wood, from Cootamundra police, said the man was playing with the pup, owned by a 14-year-old occupant of the home, when he slapped it on the hind quarters and made the animal yelp and run away.
When the 5kg, 50cm long, pup reappeared a short time later, the man allegedly picked it up by the throat and raised it to head height.
Senior Constable Wood said he then asked the dog's owner: "You don't care do you?, I am going to punch your dog".
The owner told the man not to hit the dog, before the pup was allegedly punched in the face with a closed fist.
"This punch had such forced that the pup has flown out of his hand, landed on the floor and started to have convulsions," Senior Constable Wood said.
"The man has allegedly walked up to the pup and stated he was going to put it out of it's misery (before he) stomped on its rib cage three times in quick succession, causing the pup to yelp each time."
Onlookers stopped the man and requested he leave the location, before the owner contacted police.
The dog was taken to a vet for assessment of its injuries and inquiries are continuing.
