Announced last year, stage one of the revamp, co-funded by Wagga City Council and CSU was expected to have been completed by the end of 2013.
Nearly six months on, a massive transformation is visible, however, it is yet to be completed.
The indoor arena has been partly resurfaced, new stables have been built and three arenas have been constructed and completed.
Access to the centre has also been significantly improved.
Speaking to The Daily Advertiser, head of the school of animal veterinary science Professor Nick Sangster could not give an expected completion date.
He said the plans had been scaled back due to monetary costs, with planned office-revamps not expected to take place in the near future.
Development of the amenities block is under way, Professor Sangster said.
Professor Sangster, said the arena resurfacing had been completed to an excellent standard.
"The three arenas mean we can hold three simultaneous dressage events," he said
"We had 200 horses, two days of dressage, show jumping and cross country," he said.
"The arena surface was a great success with very good feedback relating to the design and the set-up."
Professor Sangster said lack of money had led to delays.
"We're pretty much at the end of the budget," he said.
Money has been sourced from CSU and the council with Professor Sangster saying CSU "funded around one third of the development".
Describing the facility as the best "in the south of the state", Professor Sangster said access had greatly improved.
"We've fixed the road, which was terrible before so that is pretty significant," he said.
Glittering new facilities are not the only change for the equestrian centre.
It is now called The Riverina Equestrian Centre.
It is not only for Wagga but for the whole of the Riverina, Professor Sangster said.
The Daily Advertiser contacted Wagga mayor Rod Kendall for comment by he had not responded at the time of publication.
