Why is Wagga Base Hospital allowing smoking in the hospital grounds?

We were there on Tuesday November 19 and smokers were everywhere.
Right at the beginning we had to walk past two thoughtless staff smoking at the gate on the way in.
What a great way of stating "Welcome to Wagga Base"... not.
We walked on footpath. Had to walk a fair distance because of lack of parking, so I was breathless as it was.
If one must smoke, then why smoke on a public pathway, right where there are signs saying "No smoking".
One thoughtless couple were standing on top of the "No smoking" sign painted on the concrete path.
If they must damage their own body, why not move 50 metres away from the public areas?
Not to mention the tossed butts everywhere.
We and others last night discussed the smoking at Wagga Base on a Facebook site and this was just one of the comments:
"Well I must admit I had a smoke at the hospital on Monday twice while I was there out of respect for others I had one in my car which I don't ever normally smoke in and the second one I walked up the lane near the back of the motel and both times felt guilty smoking in those places as I was still on the grounds. I've been a smoker for 20 years and also hate smelling secondhand smoke walking past somewhere and hate when I see people smoking around children I saw (sic) a mother holding a newborn baby come into emergency asking the staff could they please (sic) get a security guard to come out and ask a group of people to please (sic) move from the seating area in front of the coffee shop as there was a lot of sick patients out there and didn't want to smell the smoke while being out there, and I don't blame them. I on the other hand am not one to ever complain, and if it was bothering me I'd just move away from it there. There definitely (sic) should be a smoking area though and there wouldn't be a problem. Always wanted to know though can they still smoke in Gissing House though?"
So easy to enforce just hand out heavy monetary penalties to these thoughtless people. It is a hospital, a place where we with heart and lung problems must go. I have to be back there to the pacemaker clinic on Monday. I just might need to take a fire extinguisher with me.
Please enforce your own rules.
